They were not going to lose another depth guy like last year. Moats is definitely better as a 3-4 OLB.
Don't think Jarvis Jones can set the edge on the run like Moats can if you move him. *EDIT* I do think he'd be better pass rushing from that side...
No clue why he stayed around as long as he did..... He had several lapses on ST as well IIRC.
So technically he's a veteran, but that label doesn't apply to his status as far as practice squad eligibility.

You are conveniently forgetting that he's not really a good fit at OLB for a 3-4 team. So that colors how teams view his utility.
Hope definitely! The reason he's not seen as a huge drop off was because they basically swapped him out with Ryan Clark and that worked out well....
