You made two threads that I must think more about before answering
I know the 70s draft would be super high IMO. With just using 2 players. Mel Blount, and Bradshaw.

In 1970 the Steelers drafted Terry Bradshaw and Mel Blount. They were the only 2 Hall of Famers out of the entire NFL draft class that year.

Chuck Noll's first draft in 1969 he took Joe Greene, Terry Hanratty, Warren Bankston, Jon Kolb and LC Greenwood, that was pretty good and then took Bradshaw and Blount in 1970. Noll followed that up in 1971 with this draft:
    1. Frank Lewis
    2. Jack Ham
    4a. Moon Mullins
    4b. Dwight White
    5. Larry Brown

    1972:
    Franco Harris
    Gordy Gravelle
    John McMakin
    Steve Furness
    Joe Gilliam

Yeah alot of the 70’s drafts are on a different level. I was more focused on the last two decades but you make an excellent point. The Steelers were excellent in uncovering hidden gems in the small southern schools that weren’t scouted much.

The NFL Network had a special on this morning about the 1974 draft not only about the Steelers legendary draft but the NFL as a whole that year.
The Steelers had 4 HOF players in the draft and also signed a 5th in UDFA Donnie Shell. There was only one other HOF player in that entire rookie class of 1974, Dave Casper from the Raiders.

I think the Steelers were the best at evaluating and scouting in the 70's But I think the more drawn out off season and the time between the end of the season and the draft makes it unlikely there are going to be a ton of hidden gems out there that have not been scouted. Some teams don't seem to do very well even with the extra time and numerous high picks.
