It can work for those who agree on small salaries with those type of incentives, but it would create a crap storm of issues if everyone was paid this way. First the CAP is approved payment to the players, they get it, and there is some room for carry over, but it still has to be accounted for. If your final games came down to either sitting guys to not pay incentive to not go over the CAP, or juggling just to NOT pay someone, the internal issues on your team would explode. Incentives can be an interesting tool to get a payer to sign, take less/ prove yourself and get more, but the pain of trying to manage your CAP really would not be worth the effort.

remember the year one of our OL was paid a bonus that was not put in the CAP budget, honest mistake and the Rooneys took full responsibility and reported it, still cost the team a 3rd round pick. I can'tt imagine trying to to figure in this type of payment wide spread, then recognizing you can't play 3 guys the last 2 weeks of the season because an error was made and it would cost you picks, What a nightmare, and how quickly you would lose the locker room.
