The joke was the officials failing to call offensive pass interference against Hopkins. He clearly had a handful of Haden's jersey on the way up. That is an inexcusable missed call.

Steelers have to watch for an on-sides kick here. Down 21 in the fourth quarter and kicking off from midfield, it would be stupid for the Texans not to try it.

The penalty really is meaningless.

 

That looks even worse after the Texans got away with a pick play on Haden, which forced him to hold Hopkins.
