I suppose the counter-argument is that, if the penalty isn't immediate, then it won't stop dirty play happening (think about how much of a target a QB like Ben is for that ****). A fine doesn't seem to mean much to a player's salary, at least if they're a starter.

What we really need is more consistency in the way they're called. But I kind of sympathise with the refs on that, as so many calls are down to interpretation.

I agree that there might be a tendency for players to take liberties if they knew there was no 15 yarder but they might rethink it after they lost a couple game checks.

In the Steelers-Bengals game they didn't need to call anything on Munch or the Bengals safety that hit shoulder to shoulder. 2 stupid 15 yarders.

Those would have been reviewed and neither would have been fined either.

My gawd, the NFL just can't get out of its way by creating rules and clarifications that further complicate everything.

It should be this simple: NO PLAYER MAY INITIATE CONTACT WITH THE CROWN OF THE HELMET.

There. Done. This would include ALL players, even running backs and lineman.
