Quarterback Overprotection Rules...Why now?

We already know the shots to the head is all about $$$, the NFL worrying about getting sued and not player safety like they claim. But where did this untouchable quarterback rule come from? Who all of a sudden decided that quarterbacks deserve the most protection out of any player?

It's bad enough we have you know who who keeps winning year after year, now you make it even easier for him with these absurd rules. I personally want defenses to keep hitting him as hard as they can.
