They had to take the penalty because the refs blew it dead so it's like the play never happened. If you decline the penalty you still have to re-kick.

The defense was terrible tonight. And yes, losing Watt is a big part of that. Reed made one play all night. Jones didn't really make any. That said, the line got pushed around.

The Steelers' offensive line was decent. They actually had a running game. Trubisky played fairly well. Johnson's numbers may look okay, but he had a really poor game. He took a careless penalty on the last field goal drive and dropped two passes, including a killer on third down to end one of the three-and-outs.

The Browns were just better up front on offense, which allowed them to do whatever they wanted most of the night.

It's a dead ball foul just like a false start. You can't decline it because okay never happens

 

The refs keep the yardage on the field, the scoreboard operators are not always correct.
