All these NFL QBs can throw deep! There isn't that much difference between most of these guys in the league with arm strength!
Now, IQ, touch, ball placement, game management, escapability..... Not all of them have those !

 

Either someone was open and Pickett didn't see it or the Raiders just did a nice job with the initial coverage.

Just because they're not running the ball effectively doesn't mean play action wouldn't work. Raiders know the Steelers want badly to run the ball. Maybe they stack the box and get beat deep
