NFL owners approve change to emergency QB rule (msn.com)

Teams may now keep their 3rd string QB on their practice squad and elevate them for every game of the season. You no longer have to spend a 53 man roster spot on your 3rd string QB. Last year the NFL introduced the 3rd String Emergency QB position, but did not allow teams to use this on any practice squad players that were elevated that week.

AND, they no longer have to be under a minimum contract and count against the salary cap. Practice squad players make a minimum of $12,500 a game week, rather than the NFL minimum salary of $950,000.

    From the Article.
    What does this mean?
It likely means that few teams will keep three quarterbacks on the 53-man roster.

I wonder how this affects a team wanting to develop QB's. For instance the Steelers signed Allen sot the third spot, have 2 QB's on one year cheap deals. Say they take a guy in a later round and he is good enough and shows promise, gets the 3rd spot. Sure they can cut him and re-sign him to the PS, elevate him weekly, and not count against the 53, but at any time in the year another team could poach him, and/or at the end of the year he is a FA and can sign with any team.

I get the advantage if you have your starter and a good b/u under contract, that 53rd spot can be valuable for depth, but is you are in a situation like us, or Dallas for instance, you are possibly risking losing someone without any compensation.
