While we've only had snow flurries once this year, we've accrued over 9 inches of rain since mid December - this is more than we've had total probably over the past 7-8 years combined. The desert sure looked much different when it gets irrigated extensively - my 2 1/2 acres have about 12 inches of green "stuff" all over - if I don't weed wack or scrape it with a tractor, it would grow about 4 ft high with no further watering and die out around July. This is all quite ironic as they are still heavily dinging us on our water bills for the drought emergency if we don't consume at least 30% less than what we used in 2013 for the same month. I doubt these water prices ever get retracted now that they're getting used to inflated revenues. Death and taxes!

Are you guys not allowed to dig wells? I was raised on one and my whole family lives on the same 40 acres but about 15 years ago the county decided to have city water ran through here and my mamaw kept the well but wanted everybody else to take the city water. I despise city water passionately because it tastes horrible. What your gvt is doing is a dang outrage. I'm sure if there's a problem their "service" is phenomenal... Any time we've had a problem with the city water it has always took forever to get somebody out to look at it and even then they wouldn't fix it. Finally, a few years ago, they just ran us a direct line because we live way up on a hill and any time there was a problem with the pressure it would effect us even more severely.

You can dig wells but there would still be extraction fees since we're all part of regional water basins whether we want to or not - plus the District water line runs down the dirt road in front of my place - you'd have to be quite a distance from service lines before wells would be cost effective even with their upside down rate structure. I was furious when Gov Moonbeam enacted the Statewide penalties and then any cost savings to us consumers for cutting back 30% were offset by new higher rates because the Water District was now purchasing less water which means a higher cost for them per acre foot. I knew this would happen but was PO'd because they acted like it was this sudden realization and they never warned us customers in advance that this would indeed occur.

Yeah that's absolute nonsense. I bet bottled water sells like hot cakes out there.

It does! And where does that water originate? Some comes right from the bottom of reservoirs and run through RO, some comes from springs that would have dumped that water into a lake or reservoir if left alone. Unincorporated areas of San Diego can be on wells but, the Casinos have lowered the water table in many areas. I know one guy who lives in a rocky, hilly area of the county and he told me his well had to go down 1500' to get 8 GPM.
