does Tomlin report to Colbert or Art Rooney II?

    My guess is directly or indirectly,everybody reports to Rooney.

    Rooney. Colbert isn't Tomlin's boss. Colbert doesn't understand the X's and O'x of football, at least not to the degree of an NFL coach. Colbert is the business side, Tomlin is the football side.
