Ben, Haley and the irony of ironies

I happened to read an article earlier this week(In the Gazette, I think), that mentioned Batch saying that last year, Haley "revoked" Ben`s "right" to change the call at the line of scrimmage last year, and now he has that "right" again.
First, has anyone else heard of this? It was new to me.
Second, is that even possibly believable, even if Charlie did say that?
We have argued on here, ad nauseum, about how we know how many of the plays are called by the O.C., and how many are Ben`s call at the line. (Obviously, not so much, recentley, with the "no huddle", but last year.)...
If this was true, then EVERY play was Haley`s call last year.
Ben wouldn`t have even been allowed to check into a run, from a passing play, when it was warranted.
Does that really sound plausible to any other board members here?
If true, it would end the debates we had(at least last year).
I just find it unbelievable, and wonder why Charlie Batch would say it.
