According to Bouchette Bell's agent and the Steelers had agreed to a contract, but Bell vetoed it at the last minute.

 

Yeah I read the article and I'm taking it with a grain of salt. Basically he is adding just that little tidbit which he can't confirm and then rehashing the stuff we already know like he was due to be paid 30 million over the first two years and so on, using it to bolster his article and the claim that Bell nixed the deal. Remember it was Bouchette that ran the story about Harrison turning down a heavily laden incentive deal that would have paid him more than he got signing with the Bengals that year although it was unconfirmed
