Personal fouls, unsportsmanlike conducts, stuff like that, anything between plays... They pretty much get enforced no matter what. Remember when Colon got one right after he was called for holding, resulting in 1st and 29? How often are a 10 yard and 15 yard penalty on the same play both enforced? Normally you decline the little one and take the big one, but when it's between plays you get 'em both. I like the rule. Discourages morons being morons. Clearly doesn't always work. Maybe next time they'll put their team ahead of their dances.

 

I wonder why they land like that? That puts them in position for an elbow or shoulder injury. I can't remember why, but I seem to have gotten the impression it was part of the initiative to protect QBs from excessive hits.
