Even if the Steelers have the cap space that's not their MO to spend 20 million on one player, don't get your hopes up.
Free agent CBs like Johnson from Chicago usually cost 18-20 million a year, they would be better off finding one in the draft.
They have more pressing needs than to draft a backup OLB.
I know he will likely be gone before the Steelers pick, and they have bigger needs, but he's a physical stud WR.
