You cant FORCIBLY hit in the head. Their helmet contact didnt come into place because earl deliberately led with his helmet against mason.
I guess the refs do to. They threw players out of games for what they deem as dirty hits. They obviously didnt see it as such.

It was a dirty hit but not illegal. From the back it looks illegal but he hit him with his elbow. Wasnt helmet to helmet intentionally.
