Least mobile out of a group of mobile QB's is still mobile. Stafford and Jimmy G are no where near as mobile as Burrow however they are hardly statues in the picket. The only QB in the playoffs that would be considered not mobile was Ben, 2nd was Brady however Brady could still move the pocket when needed.

Mobile is the ability to extend plays by moving the pocket, buying time for receivers to get open, and sometimes getting a couple of yards when a play breaks down. Yes, some mobile quarterbacks may rack up 2 to 3 hundred yards rushing however that is not the primary goal of a mobile QB.

A scrambling QB is something entirely different, Lamar Jackson for example. They are essential to their team's run game.
