I can't sort out the stupidity of the rule from the stupidity of the post, I still don't know what the original poster is asking about. And Frankly I'm losing interest to figure it out.

"In almost every case, that's a better deal for the offense."

---Apparently not in this one. No penalty game over.

I saw the same cartoon. Elmer asks Goofy if he has ever seen or heard of a
QB bobbling the snap from center. Team D recovers --- clock stops on change of possession.

There are numerous situations where this rule can be exploited and used to the advantage of the D.

I only used 39 sec to go expecting some ____ to say "impossible, simply decline the
penalty and let the clock expire." [and one did indirectly]

BTW: How often do you see the Defensive lineman holding call. I can recall maybe 3
in the past 2 years or more likely 2 in the past 3 years. That's a good one.

How long do you think it takes to run an off tackle or end sweep, break a tackle
and go for 15 yards on a running clock now add 40 sec's if no TO is used. Sunday
    it took six seconds.

Did I mention that I think this rule should be reexamined and at least one exception
made. No way a penalty should benefit the offender.

Wow! Frankly I did not even think of those very plausible ways that game could be lost. I was really only thinking of 3. a penalty.

But as someone pointed out the reason for the post was to examine that rule.

I was going to say the QB botched the final snap and the fumble was recovered and ran in for a TD.
Actually that did happen a number of years ago.
But better yet ben hits juju for a quick strike td as time runs out.

I don't want to belabor this topic as I want to get ready for NO now. But the question was
Could This Possibly Happen? I guess the answer is Yes!

This is the rule from the nfl official rulebook.

    (e) If the game clock is stopped after a down in which there was a foul by either team, following enforcement or declination of a penalty, the game clock will start as if the foul had not occurred, except that the clock will start on the snap if:
    (1) the foul occurs after the two-minute warning of the first half;

    (2) the foul occurs inside the last five minutes of the second half; or

    (3) a specific rule prescribes otherwise.

----from an article attempting to explain the rule

The clock stopped following that play because the Cowboys had been called for an offsides penalty. And even though the Giants declined the penalty, the rules say the clock doesn't start until the snap after penalty enforcements in the final five minutes of the game -- even if the penalty is declined.

---This was strictly a lucky mistake that paid off but since offsides is not an automatic 1st down maybe one at the right time could win a fb game.

I think the rule is unfair and should be amended, The offense should have the option to accept or decline and have the clock run. No way teams should be rewarded for committing penalties. Case closed.

Someone said Go Chargers. Yeah! Go Steelers. Yeah!

    As a practical matter, though...

How can the defense exploit this effectively? They’re stopping the clock after every play with 5-yard penalties, sure, but that alone won’t help them. Are they trying to get stops/TFL’s/turnovers? If so, the penalty will negate it—there’s no way the players can decide in real-time whether or not to commit the deliberate foul.
