The last few years they have been more active in free agency early.

 

That's because their drafting has been poor, and they don't have players who deserve second contracts. This is a big year for Khan's and Weidl's 2023 draft class.

they are not really FREE agents.

 

Hope Steelers are busier in free agency with OL, DL and DB than skill positions on offense. WRs and RBs grow on trees these days in the draft.
