Yes, Tomlin's input carries a ton of weight but Colbert makes the final decisions. The buck stops with him.

At the end of the season he is provided a filtered list of players, scouting reports, and selected game tape just like almost every NFL coach. He then provides his input to the GM and while Colbert and Tomlin may have a close relationship, Colbert makes the picks and signs the free agents.

The CBA limits practice time, padded practices, meetings, etc..

They basically have just enough time to implement the game plan for the following week. Any fundamentals need to be addressed during camp. If you need to teach a player fundamentals during the season they should probably be on the practice squad. Professionals need to take responsibility for themselves to a degree.
