In regards to your 3 examples Eric Pegrem -0 Superbowls
    DWill- 0 Superbowls

Bettis- acquired via trade, undoubtedly the most successful back to play for Pittsburgh that wasn't developed through the draft. He fit the mode of Steelers running back perhaps better than anyone else. Yet by his own admission he played the team and league in order to stay on the team as his career neared the end. 1 SB appearance in his final season when Willie Parker had relegated Bettis to a goal line back and support role.

Now for those three near successes you have a laundry list that had success outside the organization but not in Pittsburgh. Davenport, Williams, Edmunds, Blunt, Hayes, Tate, Ballage, Ridley Whyte, Samuels, Toussaint, Tolman Dwyer, Davis, Russell, Huntley,

Guys who did alright but didn't contribute to SB runs were Staley, Zeroue and Moore. I'd argue that Melwede Moore is one of the most underrated Steeler acquisitions in the last 30 years but one who had the most impact.
