If you are going to trade him, get the best deal you can regardless of where he goes. Just my thought. If you trade him to someone else, there is no stopping them from turning around and trading him right to whomever you turned down.

If the Ravens offered all 11 defensive starters in a trade for Brown, is there a reason why Colbert wouldn't consider that amount of compensation?

 

Is that what they are offering? Is any team offering that type of investment? What if it's not so lucrative? Why strengthen your rivals?

Your earlier post mentioned "if the compensation is right". It doesn't necessarily mean that Colbert is planning on it happening, or that all teams offers would be weighted equally. If the AFCN rivals or NE don't make an excessively lucrative offer, then Colbert can say the compensation wasn't right. (It doesn't strengthen a rival if they were to lose enough value in draft picks and players to offset acquiring Brown.)

 

This makes me wonder if they are not satisfied with the offers they are getting.
