Roster Exemption

    He won't. He has every reason to report week 10 before the deadline to accrue for the year.

    Unless Bell has abandoned football as an option to focus on his rap career, he will be signing the tag this year.

    It's my understanding they could apply the two week roster exemption and not pay him for an additional two weeks. That would have him starting around week 13. So they're be 4 or so games in the regular season plus any post season play to consider.

    It is thought if that was to happen, than there would be grievances filed with the union. It is expected the Steelers won't take that recourse.

    Or something like that.

    It took Bell 4 games to get into football shape last year.

    With more time off this year, and expecting him to sign for week 11 (the deadline). Throw in a potential 2 week roster exemption, and 4 weeks to get ready to play.

    The season is essentially over.

    Except of course the playoffs if that were to happen.

    What makes you guys think Bell is just going to come in and walk the company line? Did you guys catch Ty Montgomery on Sunday? Guy throws a tantrum on the sidelines over playing time. Then he proceeds to take a kickoff out of the end zone and "accidentally" coughs the ball up. Did he do it on purpose? Most likely not, but it sure looked that way to me. The Packers were not too happy about it, seeing how they traded him for next to nothing. The point is I do not trust Bell, to not stick it to the Steelers if given the chance. All this talk of using him and Conner as a super tandem is a fallacy. Remember back in the pre-season when everyone was saying "Don't worry about Bell, just run the wheels off of him." How did that work out?

    The truth is no one knows what is gonna happen it's speculation on everyone's part. I'm looking at best case scenario and you're not that's the difference. Only time will tell the story....

    Right. That is what is being reported. What I am saying is that I have seen elsewhere where people are claiming this is wrong. Given that the media has repeatedly claimed Bell is sitting out in order to get a new deal, something which is impossible given the rules, I am not willing to just accept that the media is right about this. I mean, they probably are but they might not be,

    Bell lined up quite a bit as a receiver. He's not nearly as good as he tried to make himself out to be, but he did run actual routes as a receiver. His receptions weren't all "catching some out of the backfield."

    I get why people want him gone. I certainly respect the argument that he is more trouble than he is worth. But this idea that he can't help the team anymore simply isn't correct.

    I'm more apt to believe those such as Adam Shelter and the rest who come under great scrutiny by validated sources if they were wrong.

    I'd be less apt to believe the other sources.

    We will find out sooner or later.

    So I read another article on PFT. Here is what I think Steelers Depot was alluding to, on how the Steelers can ultimately screw Bell. If the Steelers use the roster exemption on Bell, then the Steelers are in full control over how much Bell gets paid during those two weeks. Bell can try to negotiate, but he has no leverage at this point. So with only two weeks left until the deadline, Bell must either agree to report and make next to nothing for two weeks, or forego the season. Even if Bell signs week 10, he basically will be here for free until week 12. So Bell is going to be out about 10 million dollars by the time this is all said and done.

    The Steelers Depot article made it seem like the Steelers could use the 2 week roster exemption to simply push Bell past the deadline. Im not sure that is accurate.

    I may be wrong, but I think the writer came to the wrong conclusion.

    Roster Exemption allows them to NOT cut another player off the 53 man roster, to allow time to get Bell into football shape. He'd be able to practice but not play for 2 weeks, as long as he signs the Franchise offer by the deadline. Using the Roster Exemption doesn't affect his vesting for free agency.

    Why would Bell walk the company line? It’s simple. He wants a big contract elsewhere after this season. What will do the most for his value, coming back and lighting it up, or coming back and being one of the reasons for an early playoff exit (or worse)? He may be dumb, but I don’t think he (or his agent) are that dumb. His ideal situation is to end the season as a hero.

    If he ends this season on the bench and out of shape, or makes key mistakes that cause the team to lose, it drastically reduces his future value. He has successfully avoided the wear and tear of a long season. If he has 1/4 of a brain he’ll be ready to be productive late in the season so that he can remind the rest of the league that he is talented. To do anything else would be utterly stupid.

    He’s an unrestricted free agent now. Missing this season won’t change that.

    The obstructing issue right now is that he can’t sign the tag until he and the Steelers agree on his compensation during the time he’s designated as roster-exempt (assuming the Steelers use the exemption).

    Bell had all the leverage up to the trade deadline. Now the Steelers hold power, due to the exemption-salary issue.


    ARTICLE 9 VETERAN FREE AGENCY
    Section 1. Unrestricted Free Agents:
    (a) Subject to the provisions of Section 5 below and of Article 10, any player
    with four or more Accrued Seasons shall, at the expiration of his Player Contract, become an Unrestricted Free Agent. Such player shall be completely free to negotiate and sign a Player Contract with any Club, and any Club shall be completely free to negotiate and sign a Player Contract with such player, without penalty or restriction, including, but not limited to, Draft Choice Compensation between Clubs or First Refusal Rights of any kind, subject to the signing period set forth below.
    (b) Signing Period. (i) In the event that an Unrestricted Free Agent has not signed a Player Contract with a Club by July 22 or the first scheduled day of the first NFL training camp, ...
    (ii) If an Unrestricted Free Agent described in Subsection 1(b)(i) above has not signed a Player Contract by the Tuesday following the tenth week of the regular season, at 4:00pm New York time, the player shall be prohibited from playing football in the NFL for the remainder of that League Year, absent a showing to the Impartial Arbitrator of extreme Club or extreme personal hardship...

    Everything you just said is very rational. I don't consider Bell to be a rational person. If you think its impossible for Bell to do something utterly stupid, then you have more faith in the guy than I do. If Bell wanted to come in and light it up, to showcase himself for free agency, he could have done that weeks ago.

    Correct and they don't have to pay him for 2 weeks. People over at Steelers Depot are idiots. Dude was trolling and so excited and acting like Steelers fans wanting Peterson were idiots. You'd think the dude was Colberts nephew or something but then he'd probably understand the Roster Exemption.

    I think Bell would be perfectly happy to sit out the whole year so long as he knew the Steelers were not going to tag him again. He doesn't need a vested year. He is already a UFA. He just needs to know that the Steelers won't tag him again.

    If he sits out he won’t get credit for an accrued season. Without the accrued season he will be in the exact same position for the same amount of money in 2019. It’s as if the season never happened and the Steelers carry a $14,000,000 credit into 2019

    So the question is...if Bell does not sign at all which has been rumored, do we get a third rd comp for this coming 2019 draft?

    My understanding is If he would play this season the comp wouldn’t come until the 2020 draft. My thinkin* is if he sits all season, it would be as if he left the team in 2017, thus giving us the comp in 2019... can anyone confirm?

    Question from another direction. It keeps being mentioned he needs to to to sign after week 10? I believe he needs 6 weeks to acrue a year? Therefore, he needs to sign before the last 6 games? Considering the bye week for use, is this not after 11 games? Specifically, before November 24 or thereabouts?

    Or should I start this in another Bell thread?

    That is what most people say, but having not read the CBA I do not know for sure. Regardless, all Bell really cares about is whether the Steelers will use it on him again. Unless he thinks the Steelers will tag him again he might as well sit out the rest of the year.
