    Ok, this will not be a popular response. They should not have done that. Flying the US flag at half staff is only by order of the President.

    With that said, PA Governor Tom Wolf has ordered the commonwealth flag flown at half staff. He has the single authority with that flag,

    Are you sure he didn't do that? Maybe there's like a "standing order" or something like that for former diplomats or dignitaries and since Mr. Rooney was the former Ambassador to Ireland then maybe he would fall under such a banner?

    Caller asked Madden if Rooney will get a statue. Response" NO because Dan Rooney would be embarrassed by it". Personally I think that reason alone is why there won't be a statue.

    It's ok jeh1856 Annex E of the Marine Corps in Paragraph 5 says other officials have the right to order flags to half staff. I copied the page below but you never know how it will paste. Here is a link to said manual Go to page 55 paragraph 5

    Display of the Flag of the United States of America to Half-staff Upon the Death of Certain Officials and Former Officials
    BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
    A PROCLAMATION
    WHEREAS it is appropriate that the flag of the United States of America be flown at half-staff on Federal buildings, grounds,
    and facilities upon the death of principal officials and former officials of the Government of the United States and the Governors
    of the States, Territories, and possessions of the United States as a mark of respect to their memory; and
    WHEREAS it is desirable that rules be prescribed for the uniform observance of this mark of respect by all executive departments
    and agencies of the Government, and as a guide to the people of the Nation generally on such occasions:
    NOW THEREFORE, I, DWIGHT D. EISENHOWER, President of the United States of America and Commander in Chief
    of the Armed Forces of the United States, do hereby prescribe and proclaim the following rules with respect to the display
    of the flag of the United States of America at half-staff upon the death of the officials hereinafter designated:
    1. The flag of the United States shall be flown at half-staff on all buildings, grounds, and naval vessels of the Federal Government
    in the District of Columbia and throughout the United States and its Territories and possessions for the period indicated
    upon the death of any of the following-designated officials or former officials of the United States:
    (a) The President or a former President: for thirty days from the day of death. The flag shall also be flown at half-staff
    for such period at all United States embassies, legations, and other facilities abroad, including all military facilities and naval
    vessels and stations.
    The Vice (b) President, the Chief Justice or a retired Chief Justice of the United States, or the Speaker of the House
    of Representatives: for ten days from day of death.
    the Army, the Secretary of the Navy, or the Secretary of the Air Force: from the day of death until interment.
    *(c) An Associate Justice of the Supreme Court, a member of the Cabinet, a former Vice President, the Secretary of
    2. The flag of the United States shall be flown at half-staff on all buildings, grounds, and naval vessels of the Federal Government
    in the metropolitan area of the District of Columbia on the day of death and on the following day upon the death
    of a United States Senator, Representative, Territorial Delegate, or the Resident Commissioner from the Commonwealth of
    Puerto Rico, and it shall also be flown at half-staff on all buildings, grounds, and naval vessels of the Federal Government
    in the State, Congressional District, Territory, or Commonwealth of such Senator, Representative, Delegate, or Commissioner,
    respectively, from the day of death until interment.
    3. The flag of the United States shall be flown at half-staff on all buildings and grounds of the Federal Government in a State,
    Territory, or possession of the United States upon the death of the Governor of such state, Territory or possession from the
    day of death until interment.
    4. In the event of the death of other officials, former officials, or foreign dignitaries, the flag of the United States shall be
    displayed at half-staff in accordance with such orders or instructions as may be issued by or at the direction of the President,
    or in accordance with recognized customs or practices not inconsistent with law.
    5. The heads of the several departments and agencies of the Government may direct that the flag of the United States be
    flown at half-staff on buildings, grounds, or naval vessels under their jurisdiction on occasions other than those specified herein
    which they consider proper, and that suitable military honors be rendered as appropriate.
    IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.

    I am sure the other agencies are governors now. Forgot to post that.
    Change 2 to this post. There will be other folks in government who challenge this but then again Dan Rooney WAS a govt official Ambassador to Ireland

    This rule is for flags to be flown at half mast on government buildings, since this isnt a government building it doesnt apply, same as I can fly the flag at half mast anytime at my house if I chose to do so....

    Thanks Yinz for the more in depth flag info. I think my thinking was biased because I currently work for a "Government" entity.

    Anyone who wants to feel free to download that Flag Manual. Since I am a retired Marine and a Sergeant Major, I get a lot of Flag questions. At least a few times a week

    I seen a thing once talking about "Flag Etiquette" and didn't realize there are tons of things that are considered "right" and "wrong" when dealing with flags. I suppose the coolest flag I ever saw was a flag supposedly used in Pickett's Charge when there was a Civil War exhibit in Townsend that I got to go too once.

    BFT if the book you saw was actually named "Flag Etiqutte" It may have been my mother who gave or showed it to you. We had boxes of them when I was on Independent Duty in Madison WI. Anyone who came in with flag questions we would answer it and give them a book. Small hand out book. I took a box when I left. Gave them to my mother because she had a habit of seeing a flag, displayed wrong and would knock on the door and tell them to fix it.. She got worse when I gave her the box of books. Glad I left the state going south again LOL. But the folks in Leetsdale PA all knew how to display the American Flag

    That's pretty sweet. I'll tell you something funny. I'm a really big history buff and there's this restaurant at Disneyworld that we eat at all the time called The Liberty Tree Tavern. It's based on early American history and each room is dedicated to a different Revolutionary figure and when you set down at your table the hostess tells you a little history about the person. So we were in the Betsy Ross room one day and they were telling me how she made the first flag and all that. Well I was like "Um. Actualllly, Francis Hopkinson created the first American flag and the Betsy Ross story is a myth..." and the hostess just got this baffled look on her face and said "Oh....Well.... Hm. I didn't know that." LOL!!! I was just like "Yeah. Most people don't."

    So I guess you also believe every song writer who screams "hey, you stole my song".

    Fact is, no one knows for sure what the true story is. Francis always used 6 pointed stars in his designs though, why would he suddenly switch to a 5 pointed star?

    Theres enough circumstantial evidence for me to believe Betsy Ross did invent the flag or at least was a major contributor in its design.

    This is about as unbiased look at the argument as you can find.

    Used to have one on the Quarterdeck display on the USS Leyte Gulf CG-55.

    Had a flag flown from a Japanese Imperial ship and a U.S. ship that fought in the Battle of Leyte Gulf.

    I thought it was the coolest thing that we all kinds of museum pieces in display cases. Some idiot decided to take it one day and the CO was pissed! Locked us down until it was found. (eventually on the mess decks under a bench.....)

    For 4th of July, I fly a hand stitched flag with 48 stars. Unfortunately, it's one of those flags you don't want to receive under the circumstances. I got it from my mom. It came home with her brother.
