Its a lack of development of young players and too many misses in the draft. As it appears Tomlin got more involved in the draft he would miss on his tweener pics, the guy is a safety slash corner from Maryland. Who was not good enough at either. We have drafted corners that didn t make it out of camp. Teams like the Eagles have reached that level we had under Cowher. Look up the Steelers roster in some of Cowher better years and you can see who the starter is and who is going to replace him.
When you have that strength of depth you can then draft best player available instead of being stuck where you have to draft a corner even if he is the 7th best corner in the draft.
To get to that depth you have to draft well really well and sign good free agents. Guys like Farrior became a fixture in Pittsburg and they got a lot out of him for a long time.

Getting 4 players that play a bit is considered a good draft for the Steelers. Some teams have drafted 7 signed another 7 undrafted and 11 of 14 made the 53 man roster 1 was on IR that is drafting well.
