It can but Simms IS one of the fastest. It's not just that play. It a combination of plays with that being the end result. I see too many players giving up on plays early and not following through with the ball. You're taught it from day one. DJ will miss a catch, or drop it and stand and observe as the follow-up happens. Bush will whiff a tackle and stand and watch the results from where he missed. Just some examples there are plenty more.
